Karen Alette Melander is a Norwegian political scientist and civil servant, born in 1946 in Oslo. She graduated with a cand.polit. degree from the University of Oslo in 1974. She began her career at the Ministry of Defence in 1976, eventually becoming the first woman to serve as undersecretary in 1989. Melander later took on roles in the Ministry of Justice and Public Security, including leading the department for emergency preparedness. Her extensive training includes various programs and she was a state representative on the board of the National Theatre from 1992 to 2001.
