Prior to his mayorship, he had a significant role in local governance and worked as a policeman. Jibas sustained severe injuries in a car accident in September 2008 and later died from those injuries. His funeral was attended by over 150 cars, underscoring his impact on the community. Jibas is remembered for his contributions to the Bikini Atoll and is survived by his wife, nine children, and several grandchildren.
