Born in Matsudo, Chiba Prefecture, he graduated from Nihon University’s Faculty of Law. Known for his trademark shaved head, he is one of the 'Koizumi Children'. His grandfather is Kiyoshi Matsumoto, former mayor of Matsudo and founder of Matsumoto Kiyoshi, while his father served two terms as a member of the House of Representatives and was Kazumi's secretary before entering politics.
