He is known as the top disciple of the renowned composer Tetsuya Goto. Chiba made his record debut in 1980, and as of 2015, he celebrated his 35th anniversary in the music industry. One of his hit songs is 'Ajisai Shigure'. Before pursuing a career in music, he worked as an employee for the Japanese National Railways.
