Kei Hirosaki (born March 28, 1970) is a former Japanese football player and manager. He played as a defender. After graduating from Tsukuba University Affiliated Komaba High School, he joined the Waseda University football club. After graduating, he played for Ellies Tokyo. In 2001, he moved to SC Tottori (now Gainare Tottori). In 2003, he moved to Ellies FC 30's, but returned to SC Tottori in 2004. He retired in 2005 and served as an executive committee deputy and reinforcement director at SC Tottori. From 2008, he has been a match commissioner for the Japan Football Association (JFA), and from 2014, he has been a match commissioner for the Japan Professional Football League (J.League). He was appointed as a J.League match commissioner committee member in 2018. In December 2018, he became a director of Ryukyu Football Club Co., Ltd., which operates FC Ryukyu.
