Keiichi Tsuruoka is a Japanese politician born on May 18, 1940, in Chiba Prefecture. He served as the mayor of Chiba City from July 2001 until May 2009, winning re-election in 2005. Tsuruoka studied law at the University of Tokyo and held various positions in government, including in the Ministry of Internal Affairs. He was arrested in April 2009 on corruption charges related to favoritism in awarding a public construction contract. Tsuruoka's resignation from office came shortly after his arrest, marking him as the first mayor of a major Japanese city to be arrested since 1993.
