He served as the governor of Kagawa Prefecture, the first popularly elected, and was a member of the House of Councillors for four terms representing the Liberal Democratic Party. Additionally, he held several notable positions, including Director-General of the Administrative Management Agency and Minister of Defense. Masuhara significantly contributed to Japan's governance and defense policies during his career. He passed away on October 11, 1985.
