Kenneth Bruce Pepper was an influential British civil servant, serving as a Commissioner of HM Customs and Excise from 1957 until 1973. He was educated at Ilford County High School and the London School of Economics. His career was largely centered within Customs and Excise, although he briefly served as a Lieutenant in the Intelligence Corps during the Second World War. In recognition of his contributions, he was appointed a Companion of the Order of the Bath (CB) in 1965.
