Born in Panipat, Haryana, he authored various publications in Urdu and English. His 1960 report laid groundwork for the National Service Scheme, a youth-centric initiative. His notable works include 'Andhi Mein Chirag', which won the Sahitya Akademi Award in 1963, and other titles addressing educational philosophy and societal issues. In 1967, he was honored with the Padma Bhushan, the third highest civilian award in India.
