Kim Ngọc (1917-1979), originally named Kim Văn Nguộc, was a notable Vietnamese politician who served as the Communist party secretary of Vinh Phuc province from 1959 to 1977. He was known for implementing household contracting, a controversial policy that met both success and criticism. Le Duan, a senior leader, criticized him for breaching the law, forcing Ngọc to retract his policy and self-critique his political choices. After a long period of political difficulties, he was finally rehabilitated in 1995 and received notable posthumous awards.
