He graduated from Waseda University, Faculty of Literature, Department of Sociology, and has worked for Sankei Shimbun as an editor before becoming a freelance editor. He is also involved in the editorial project Atelier COCO, which serves as an episode bank for local newspapers. Shimokawa has authored numerous books on family cultural history and sexual customs in Japan.
