Initially studying political science at Washington State University, he shifted his focus to music in 1971, moving to Europe. Harper collaborated with notable musicians in Munich's jazz scene and eventually joined the ORF-Big Band. He also worked as an arranger and music educator in Salzburg, performing with various artists throughout his career. He passed away on November 10, 2010, due to complications from a heart attack.
