Liu Hongcai is a Chinese diplomat born in June 1955 in Liaoning. He studied Japanese at Beijing Second Foreign Language Institute from 1972 to 1975 and joined the Chinese Communist Party in his final year. Liu worked at the International Liaison Department and served as First Secretary at the Chinese Embassy in Tokyo from 1989 to 1992. In 2003, he became Vice Minister of the International Liaison Department, and in 2010, he was appointed as the Chinese Ambassador to North Korea, succeeding Liu Xiaoming.
