Liu Qiguang, originally named Hou Chaozong, was born on May 7, 1905, in Liujiao Township, Chiayi County, Taiwan. He was involved in farmers' and social movements during his early years before becoming a spy. Liu joined the Chinese Communist Youth League to engage in student activity and the Taiwan independence movement. During the Second Sino-Japanese War, he took part in propaganda efforts and later worked in the Taiwanese administration, including as the magistrate of Hsinchu County and as chairman of the South China Commercial Bank. His actions were notably influential in the post-February 28 incident.
