He served as the political commissar of the PLA National Defence University from 2009 to 2017. Known for his strong opinions on China's defense and strategic policies, he is the son-in-law of former Chinese president Li Xiannian. In 2023, Liu was sentenced to a suspended death penalty for corruption, marking a significant turn in his career.
