Serving in politics, he was a member of the Wisconsin Senate for seven years from 1983 to 1990, and prior to that, he served ten years in the Wisconsin State Assembly from 1973 to 1983. Initially elected as a Republican, Kincaid made a significant political shift by switching to the Democratic Party during the 1977 legislative session. His contributions to state politics are notable for his lengthy tenure and bipartisan engagement.
