He attained the rank of brigadier general in 1993, serving in Bosnia and Herzegovina. In 1994, he became the head of NATO's Communications and Information Systems Division. He was promoted to lieutenant general in 1998 and held notable roles including Spain's military representative to NATO and head of defense and security in Iraq.
