He graduated from Tokyo University of Education with a focus on special education in 1967 and went on to complete his doctoral studies at the same university. Nakamura has held various academic positions including researcher at the National Center for Special Needs Education, lecturer and professor at Akita University, professor at Tsukuba University until his retirement in 2008, and later served as a professor and vice president at Nippon University of International Education before joining Fukuyama City University in 2011.
