He was born in Bunbury and graduated from the University of Western Australia in 1970 with a degree in medicine and surgery, later practicing as a general practitioner. Known as a moderate liberal, he supported social liberal causes, including same-sex marriage. From 2010 to 2011, he was a liaison for the Australian Parliamentary Group on Drug Law Reform.
