Cisneros ascended through all officer ranks, commanding the 5th Army and participating in the U.S. invasion of Panama. His military education includes the Army War College, and he served multiple tours in Vietnam. After retirement, he was president of Texas A&M University in Kingsville and has led the Kenedy Memorial Foundation since 2001.
