Völkel studied history, philosophy, and English studies from 1973 at the universities of Tübingen and Munich. He earned his doctorate in 1983 focusing on historical skepticism in Germany. He has held various academic positions, including a significant role at the German Historical Institute in Rome, and was a founding member of the DFG network focusing on early modern historiography.
