He served in the U.S. Navy from 1960 to 1975 and in the U.S. Army from 1975 to 1991, attaining the rank of colonel. Notably, he founded and led the Wound Ballistics Laboratory at the Letterman Army Institute of Research. Fackler made significant contributions to terminal ballistics, including the use of ballistic gelatin and insights into projectile design impacts on wounding. He published over 300 works and held leadership roles in various professional organizations.
