He is a member of the Labour Party and served as the Member of Parliament (MP) for Reading West, first elected in the 1997 general elections. He held office from May 1, 1997, to May 14, 2001, then again from June 7, 2001, to April 11, 2005, and lastly from May 5, 2005, to April 12, 2010. Throughout his parliamentary terms, he was an active member of the Labour parliamentary group.
