Mary Oneida Toups was an American occultist, born on April 25, 1928, in Meridian, Mississippi, and passed away in 1981. She was the founder and high priestess of the Religious Order of Witchcraft and was known as the 'Witch Queen of New Orleans.' Her order was the first coven converted into a religious organization in Louisiana. In 1975, she published an occult manual titled 'Magick High and Low.'
