Masaharu Ōkouchi (March 30, 1916 - June 1, 2003) was a Japanese engineer specializing in electrical engineering and computer engineering. He served as a professor at Kanagawa University and Senshu University. Ōkouchi significantly contributed to the promotion of amateur radio in Japan before and after World War II. He was an honorary member of the Japan Amateur Radio League (JARL) and held a rank of Junior Fifth Order. He was also the nephew of Masatoshi Ōkouchi, the third director of RIKEN, and the thirteenth head of the Ōkouchi Matsudaira family.
