Masashi Kaneko is a Japanese legal scholar, born on February 28, 1935. His areas of specialization include French administrative law, local government law, information law, and educational law. He earned a doctorate in law from the University of Tokyo in 1965, with a dissertation on the theory of the public effectiveness of administrative acts. Kaneko is a former professor emeritus at the Tokyo Metropolitan University and has served as the representative of the citizens' ombudsman in Kawasaki City. He was also the former chairman of the Kanagawa Prefectural Personal Information Protection Council.
