Matti Sakari Kopra is a retired Finnish major general born on February 24, 1940, in Keuruu. He was promoted to lieutenant general in 1991. Kopra served as an assistant military attaché in Moscow from 1976 to 1980, and commanded the Uudenmaan Dragoon Battalion from 1980 to 1984. He was an infantry inspector from 1988 to 1990, chief of training from 1990 to 1992, operations chief at the Defense Command from 1993 to 1994, and head of the Defense Command from 1994. He also served as an Olympic attaché for Finland in the Moscow Olympics.
