He graduated from the Mechanical Engineering Department of Selçuk University, and completed his master's degree in Economics at Western Illinois University. Ceylan held several positions, including lecturer at universities, planning expert at the State Planning Organization, and mayor of Safranbolu. He served as a member of the Turkish Grand National Assembly representing Karabük and as Deputy Minister of Development and later Deputy Minister of Environment and Urbanization between 2016-2018.
