Joseph Michel François was involved in the 1991 coup that ousted Haiti's first democratically elected president, Jean-Bertrand Aristide, and the Raboteau Massacre, where approximately 20 people were killed. After the arrival of US troops in Haiti in 1994, he fled to the Dominican Republic and later to Honduras, where he was arrested for drug trafficking. In 2000, he was convicted in absentia by a Haitian court for his role in the Raboteau Massacre and sentenced to life imprisonment.
