His political career began in the 1980s when he worked as an engineer before ascending to leadership roles in local governance. He notably served as the mayor of Stavropol from 1991 to 2001 and was subsequently a deputy in the Duma of Stavropol Oblast until 2016, when he joined the State Duma. He has continued his political service, being elected to the 8th State Duma in 2021.
