Mitsuru Saitō (斎東 満) was a renowned Rokyoku artist born on May 5, 1928, whose real name was Kazumi Higashino. He served as the former chairman of the Rokyoku Friends Association. Saitō contributed significantly to the preservation and promotion of traditional Japanese narrative music, known as Rokyoku, until his passing on October 24, 2010.
