H. Morkes Effendi, S.Pd., M.H. (March 8, 1951 – November 6, 2019) served as the Regent of Ketapang for two terms, from 2001 to 2005 and 2005 to 2010. He passed away on November 6, 2019, at the age of 68 after treatment at RSUD dr. Agoesdjam in Ketapang. Morkes Effendi was buried in the Muslim cemetery in the Mulia Baru area of Ketapang.
