Murtuza Naghıyev was an Azerbaijani scientist born on May 5, 1908, in Sarab, East Azerbaijan Province. He earned a doctorate in technical sciences and held the title of professor. A renowned member of the Azerbaijan National Academy of Sciences, he was a Hero of Socialist Labour in 1969 and an Honored Scientist of the Azerbaijan SSR. He served as the director of the Oil and Chemical Processes Institute from 1959 to 1961 and founded and directed the Institute of Theoretical Problems of Chemical Technology from 1965 to 1975. He passed away on January 28, 1975, in Baku.
