He briefly worked in Nawaz Sharif's government in the 1990s and is known for his conservative nationalist positions, advocating for civilian control of the military. He played a crucial role in supporting the decision-making process for Pakistan's nuclear tests in response to India in 1998. Additionally, he is recognized for his support of enhancing foreign relations with China and Central Asia and has served as the head of the China-Pakistan Institute.
