Abushagur is the founder of the Rochester Institute of Technology in Dubai and an expert in electrical engineering, with significant contributions in various optical research fields. He has published numerous research papers and has multiple patents. After opposing Qaddafi's regime, he became Libya's second Prime Minister following the 2011 revolution, winning office by a narrow margin.
