Kalemli held various positions including chief of urology in the military hospital and lecturer at Akdeniz University, where he was involved in establishing the medical faculty. He served as a member of parliament from Kütahya for the ANAP party, holding several ministerial roles including Minister of Labor and Social Security, Minister of Health, and Interior Minister. He also served as Speaker of the Grand National Assembly of Turkey.
