Mutsumi Nakao (born December 8, 1962) is a Japanese financial bureaucrat. He has served as the former director of the Fukuoka Regional Taxation Bureau and the former head of the Yokohama Customs. Nakao was the Deputy Director-General of the Financial Bureau of the Ministry of Finance during the negotiations over the sale of national land in Toyonaka, Osaka, which were linked to the Moritomo Gakuen scandal, as well as the alterations of official documents related to that case.
