Naum Semenovich Marder (March 27, 1956 – May 19, 2017) was a Russian statesman noted for his roles in the communications sector. He served as Deputy and First Deputy Minister of Communications and Mass Communications of the Russian Federation from 1993 to 1997 and again from 2008 to 2012, and as First Deputy Chairman of the State Committee of the Russian Federation for Communications and Informatization from 1997 to 2000. He was also Vice President of PJSC Rostelecom from 2012 until his passing in 2017. Marder held a Doctorate in Technical Sciences.
