Néstor Rubén Castelli is an Argentine military officer born on December 15, 1929, in Buenos Aires. He rose to the rank of Brigadier General and served as the federal interventor of Río Negro province after the 1976 coup. He was involved in the detention of trade unionists during Argentina's National Reorganization Process. Castelli held positions such as director of the Andean Instruction School and commander of several infantry brigades. In 2011, he was sentenced to prison for the kidnapping and torture of union leaders, highlighting his role in crimes against humanity.
