He is the founder of the Japanese Kanji Proficiency Testing Association and has served as the former chairman of the Japanese Kanji Education Promotion Association. Ōkubo has held various leadership roles including the chairman of the Japanese Language Writing Proficiency Testing Association, and he was also the former governor of Rotary International District 2650 for the year 2005-2006. His eldest son, Hiroshi Ōkubo, was the former vice-chairman of the Japanese Kanji Proficiency Testing Association.
