After studying at the University of Miyazaki's engineering faculty, he joined Matsushita Denki Sangyō in 1975, where he quickly took on leadership roles within the company’s union. Koga was known for his significant impact on labor policies and was an advocate for anti-nuclear energy stances during his tenure.
