He was affiliated with the Japan Keirin Association's Kōchi Branch and raced primarily at the Kōchi velodrome. Matsumura is a graduate of the 36th class of the Keirin School. His father, Ken Matsumura, was also a former keirin cyclist, continuing the family's link to the sport.
