Noël Steen, born on September 2, 1953, in Koekelare, Belgium, is a noted concert and event organizer. He started organizing the Rock Torhout festival in 1977, which evolved into the combined festival Torhout-Werchter. By 1998, only the Werchter festival remained. Steen also organized smaller festivals, with his 2001 Earect festival achieving temporary success. Later, he served as a production manager at Concertgebouw in Bruges and became an event coordinator for Brugge Plus in 2005.
