Norman Kitchener Palmer CMG MBE was an Anglican bishop who served as the eleventh Bishop of Melanesia and second Archbishop of the Province of Melanesia. Educated at St John's College in Auckland, he was ordained in 1966 and held various educational and ecclesiastical positions, including Assistant Master and Chaplain at All Hallows’ School. He became Bishop of Central Melanesia in 1975 and served until 1987. Palmer was consecrated as a bishop on 1 November 1975 at St Barnabas Cathedral, Honiara.
