Nurkhan Isaev is a Kazakh professor and Colonel of the Interior Service. He began his career as a driver after graduating from high school. After graduating from the Orsk Technical School with a red diploma in “Electrification of Industrial Enterprises”, he worked as an electrician-dispatcher at the Orsk Oil Refinery Central Distribution Station. He served in the Soviet Army from 1960 to 1962. He then worked as a senior engineer-instructor at the Karaganda Polytechnic Institute after graduating in 1967. He worked as a senior engineer for the USSR Coal Industry Management and as chief engineer at the Karaganda Metallurgical Research Institute of the Academy of Sciences of the Kazakh SSR from 1967 to 1996. He was appointed rector of the Karaganda Higher School of Militia in 1990 while serving as deputy head of the Taldykorgan Regional Department of Internal Affairs. In 1993, he was appointed head of the Main Department of the State Automobile Inspectorate of the Ministry of Internal Affairs of the Republic of Kazakhstan. He served as Vice-President and Chairman of the Legal Commission of the International Road Transport Organization from 1995 to 1998. He was appointed Secretary General of the Eurasian Motorists Alliance in 1998. He has been Prorector for Administrative and Personnel Work at the Kazakh Academy of Transport and Communications named after M. Tynyshpayev since 2002. He has been awarded numerous awards for his work, including the title of Honorary Citizen of Karaganda, Honored Worker of the USSR and MIA of the Republic of Kazakhstan, Corresponding Member of the National Academy of Sciences of the Republic of Kazakhstan, and Candidate of Legal Sciences. He has also published over 20 scientific works.
