Kolby held several prominent positions, including deputy under-secretary of state from 1989 to 1992, Norwegian ambassador to the OSCE in Vienna from 1992 to 1998, and ambassador to the United Nations in New York from 1998 to 2003. He concluded his diplomatic career as the ambassador to Denmark from 2004 to 2007.
