Otmar Issing is a German economist born on March 27, 1936, in Würzburg. He served as the chief economist of the Executive Board of the European Central Bank from 1998 to 2006, where he developed the 'two-pillar' approach to monetary policy decision-making adopted by the ECB. After leaving the Executive Board, he became the chairman of the Centre for Financial Studies in 2006.
