Born on February 12, 1916, he served as the mayor of Rendalen from 1978 to 1979, representing the Labour Party. He rose to the mayoral position from deputy mayor. Tobro worked with NSB starting in 1936 and contributed to local sports by founding Hanestad sports club in 1935, where he also served as chairman. He was an active skier and football player, achieving notable success in long-distance skiing.
