He joined the foreign service in 1976, serving in several influential positions such as at the Norwegian EU delegation in Brussels and as ambassador to Romania and Moldova from 2008 to 2013. Hovdkinn has authored books on local history and language. He has received notable awards, including the Royal Norwegian Order of Merit.
