He was actively involved in the political landscape of Odisha with various parties including the Janata Party, Janata Dal, and Biju Janata Dal. Panigrahi served as a member of the Odisha Legislative Assembly, being elected from the Shimulia constituency in the state assembly elections held in 1980, 1990, 2000, and 2009, where he secured the 8th, 10th, 12th, and 14th positions respectively.
